Jeff Bandman has been appointed CEO of Kalshi Prime, Kalshi’s CFTC-registered futures commission merchant (FCM). Bandman, who led Kalshi’s regulatory strategy from its earliest days and helped secure its 2020 designation as a CFTC-regulated exchange, returns to lead the FCM that serves customers of Kalshi’s margined perpetual futures business. According to a press release, Bandman is a former senior CFTC official who led the Division of Clearing and Risk and the Office of International Affairs, initiated the CFTC’s digital asset work, led the design and launch of LabCFTC, and negotiated “clearinghouse equivalence” with the European Commission. Most recently, he served as COO and General Counsel of 6529 Holdings and 6529 Capital, an institutional alternative asset manager for digital assets.

Finalis, a technology-driven broker-dealer platform for independent investment bankers and dealmakers, has appointed Steven Price as Chief Compliance Officer, according to a press release. Price brings more than two decades of experience across financial markets, compliance and regulatory oversight. He joins from FINRA, where as Head of Market Investigations (2023-2026), he directed the teams responsible for investigating potential misconduct across U.S. securities markets. He also led the build of FINRA’s first AI-driven investigative tool in 2022. He served as FINRA’s inaugural head of its National Cause Program from 2020 to 2023, where he integrated multiple investigative units into a unified national platform. Before joining FINRA, Price spent 12 years at SS&C/ALPS from 2008 to 2020, including five years as Chief Compliance Officer. He began his markets career as an options market maker at the Chicago Board Options Exchange, where he worked from 1996 to 2002, after starting his professional career as a litigator.

Osman Awan has joined The Voleon Group as a Lead Quant Trading Strategist, where he will manage a team focused on multi-asset research and optimization across execution and securities finance, according to his LinkedIn profile. The move brings Awan to the Berkeley-based quantitative investment firm from Connor, Clark & Lunn Investment Management, where he most recently served as Head of Quant Trading and Trading Research. At CC&L, Awan was responsible for execution and execution research across the firm’s quantitative equity portfolios. He had been with the investment manager for 7.5 years and was promoted to principal in 2021. Prior to CC&L, Awan spent about three years in roles spanning equity trading and market structure.

73 Strings, an AI-native platform focused on valuation and portfolio intelligence, has appointed Eamon O’Dwyer as President and Matt Storey as Chief Product Officer. TO’Dwyer brings nearly 30 years of experience across financial services and fintech. He spent more than a decade at Barclays including executive leadership roles spanning digital strategy, product development, sales, partnerships and innovation. Storey brings extensive experience in data, analytics and regulatory technology. He most recently served as CPO and co-founder of SteelEye, where he built the company’s product function from the ground up, scaling the platform to nearly 200 clients and more than 100 employees globally. he company has also added senior talent across artificial intelligence, technology and engineering, according to a press release. Amruta Karmarkar was appointed Director of Software Engineering, and Nicholas (Nick) Kolba, was named Agentic AI Engineering Lead, based in New York.

 FIA has announced Adeshini Naidoo will join FIA and lead its European policy team starting September 14. Naidoo brings deep expertise in financial markets policy and regulation, with extensive experience working on the legislative and regulatory issues affecting derivatives markets, clearing, market infrastructure and capital markets. Initially working out of FIA’s London office, Naidoo will transition to the Brussels office next year, working on both UK and EU policy.
