Professor Bale argues that Burnham’s success will depend on navigating three interconnected dilemmas: restoring economic growth to unlock fiscal capacity, rebuilding public confidence in the state’s ability to manage migration, and gradually redefining Britain’s post Brexit relationship with Europe without reopening politically divisive debates prematurely.
